What Gets Scanned — Arizona's Digital Mail Rules (letters, cards, photos) and What Doesn't

Some mail types bypass the scanning program entirely. Legal mail isn't accepted for scanning. Publications and packages are also excluded - they go to ADCRR's centralized mail processing address in Phoenix. For these excluded items, send to: Arizona Department of Corrections, Rehabilitation and Reentry Inmate's Full First and Last Name + ADCRR Number Prison Complex, Assigned Unit 801 E Jefferson Street Phoenix, AZ 85034 Publications and packages use that Phoenix address effective January 7, 2026. Official government mail (Veterans, Social Security, or Disability checks) also skips scanning but goes to a different Phoenix address (listed below).

For regular personal mail meant to be scanned - letters, greeting cards, photos, and drawings - send it to the Digital Processing Center (effective December 15, 2025): Digital Processing Center Arizona Department of Corrections, Rehabilitation and Reentry Inmate's Full First and Last Name + ADCRR Number Prison Complex, Assigned Unit PO Box 211309 Dallas, TX 75211 There's a transition grace period from December 15, 2025 through January 15, 2026. During that month, if you accidentally send these items to a prison complex, ADCRR says they may still be processed and delivered. After January 15, 2026, mail sent to the wrong address will be returned to you.

Here's the key distinction: digital scanning handles personal correspondence only. Legal mail, publications, packages, and official government documents like checks bypass this system entirely - they're routed to centralized Phoenix addresses instead of being scanned into the tablet/kiosk system.

Note: All incoming and outgoing correspondence is still subject to delivery, inspection, and rejection.

Switching to the new addresses? Remember the grace period: December 15, 2025 through January 15, 2026. After January 15, 2026, mail sent to a prison complex instead of the correct processing center will be returned to you.
