Sending mail to someone at Cibola Unit? The right address depends on what you're mailing. Personal letters go to Texas for digital processing. Packages, publications, and certain official mail route through Phoenix. Legal mail still goes directly to the person at their assigned unit.

For personal mail (letters, photos, greeting cards), use the Digital Processing Center in Dallas, Texas starting December 15, 2025. Packages and publications (magazines, newspapers) go to centralized processing in Phoenix at 801 E Jefferson Street, Phoenix, AZ 85034 starting January 7, 2026. Official government mail like Veterans, Social Security, or Disability checks goes to the Inmate Trust Accounts Section at 1802 W Jackson Street, #161, Phoenix, AZ 85007 (also effective January 7, 2026). Legal mail is the exception. It still gets mailed directly to the incarcerated person at their assigned unit, with no changes as of December 5, 2025.

Starting December 15, 2025, personal mail for someone at Cibola Unit (letters, photos, greeting cards) needs to go to ADCRR's Digital Processing Center in Texas. Address it to: Digital Processing Center, Arizona Department of Corrections, Rehabilitation and Reentry, Inmate's full first and last name + ADCRR number, Prison complex and assigned unit, PO Box 211309, Dallas, TX 75211. Every detail matters here. The processing center uses the name, ADCRR number, and complex/unit info to route mail to the right person.

  • If you want the original physical mail returned after it is scanned, include a self-addressed stamped envelope (SASE) with your correspondence.
  • Make sure the envelope includes the incarcerated person’s full name and ADCRR number.
  • Include the prison complex and the assigned unit in the address so it can be matched to the right person.

Note: You may still see the older Cibola mailing address (P.O. Box 8909 in San Luis) on saved contacts or older paperwork. After December 15, 2025, personal mail needs to go to the Dallas Digital Processing Center address instead.

Packages and publications do not go to the Texas Digital Processing Center. Starting January 7, 2026, packages for Cibola Unit inmates must be sent to: Arizona Department of Corrections, Rehabilitation and Reentry, Inmate's full first and last name + ADCRR number, Prison complex and assigned unit, 801 E Jefferson Street, Phoenix, AZ 85034. Legal mail and court documents are not part of the digital mail change. As of December 5, 2025, the mailing procedure and address for legal mail to inmates at their assigned unit (including Cibola) stayed the same. Send legal mail using the unit's legal-mail addressing instructions.

Before the ADCRR mail transition, Cibola Unit used a traditional P.O. Box address: Inmate name and ADC (ADCRR) number, P.O. Box 8909, San Luis, AZ 85349. You may still have this saved, or see it on older lists, since it was the long-standing unit mailing address. With the transition, don't rely on the legacy P.O. Box for items that now have centralized addresses (personal letters go to Dallas, packages and publications go to Phoenix).

Note: P.O. Box 8909 (San Luis) has historically been listed as a mailing address for both Cibola and Cheyenne. If you're updating your address book, use the new centralized addresses based on the type of mail you're sending.

  1. Send personal mail to Texas starting Dec 15, 2025. Letters, photos, and greeting cards for Cibola Unit go to PO Box 211309 in Dallas, and must include the inmate’s full name, ADCRR number, prison complex, and assigned unit.
  2. Use the grace period if something was sent to the unit by mistake (Dec 15, 2025 to Jan 15, 2026). During this window, mail that should have gone to the new processing locations but was improperly sent to prison complexes will be processed appropriately by ADCRR and provided to inmates.
  3. Switch packages and publications to Phoenix on Jan 7, 2026. Starting this date, send packages, magazines, and newspapers to 801 E Jefferson Street, Phoenix, AZ 85034 with the inmate identifiers.
  4. Expect returns after Jan 15, 2026 if it is sent to the complex incorrectly. From January 15, 2026 onward, mail improperly sent to inmates at prison complexes will be returned to sender.
