At Bell County Camp, your loved one (or staff working with them) can request a SAP application from the facility's Corrections Treatment Officer. If that person isn't available, the Class D Coordinator can also provide one. The facility Case Worker is another option - if your loved one already talks with a case worker regularly, that's a practical place to ask.

Once the application is complete, mail it to: Kentucky DOC Division of Addiction Services, PO BOX 2400, Frankfort, KY 40602.

How Waitlist Works

  • Parole Eligibility Date - this date is one of the key factors that affects movement up or down the SAP waiting list.
  • Parole Upon Completion of SAP - whether someone has parole tied to completing SAP can affect their position.
  • Disciplinary Violations - conduct issues can impact where someone sits on the list.
  • Not enrolled in other evidence-based programs - being (or not being) in other programs is also part of how the list is managed.

The SAP waiting list isn't a simple first-come, first-served line. People move up and down based on factors like their Parole Eligibility Date, whether they have "Parole Upon Completion of SAP," any disciplinary violations, and enrollment in other evidence-based programs. Someone's spot can shift as those factors change. When your loved one reaches the top, they'll be moved into a program as soon as possible.

When your loved one reaches the top of the waiting list, they go into the first available program. They can't choose which SAP program they attend - placement depends on what opens up.

  1. Sign the SAP Refusal - if your loved one is offered a placement and chooses not to attend, they must sign a SAP Refusal form.

Kentucky's SAP programs in prisons, jails, and reentry service centers are independently licensed through CHFS, DBHDID. All programs use the New Directions curriculum from the Hazelden Betty Ford Foundation.
