Need to send legal mail to someone at Blackburn? Start by setting up a Legal Mail Portal account. Head to the Blackburn-specific portal login page and click

  1. Open the Blackburn Legal Mail Portal page - Go to https://lmp.vendengine.com/visitor_login.php?jail_id=2516.
  2. Click “Create Account” - This starts the registration flow.
  3. Verify your phone number - Select the Verify Phone Number option and request verification by text message or phone call (your office line or cell phone can be used).
  4. Upload bar proof (attorneys) - Attorney applicants must upload proof of bar licensure in good standing (an image or PDF from the Bar Association) as part of registration.

After your account is approved, your status changes to verified and you’ll be assigned a Mail ID Number. That Mail ID starts with a letter, so don’t be surprised if it isn’t all digits when you’re referencing it for legal mail routing.

Securus Video

  • Create a Securus online account
  • Submit a self-image
  • Upload a photo of your driver’s license
  • Upload an image of your bar license

Attorney video visits through Securus cost $5 for up to a 25-minute session. These sessions are not monitored or recorded by staff, which makes them a practical option when you need a confidential conversation but can’t be onsite.

Mail isn’t the only way attorneys can stay in touch with a client at Blackburn. The facility’s legal-mail guidance also points to in-person visits, confidential Zoom visits, and phone calls as other attorney-client contact options - useful when time is tight or you’re trying to avoid delays that can come with mailed documents.

  • Don’t send documents you didn’t generate yourself (or through trusted staff) unless it’s an official certified document (for example: a birth certificate, death certificate, affidavit, or similar)
  • Don’t hand your sealed envelope to a third party (including the client’s family) to mail; have you or trusted staff seal it and place it directly into the mail stream without delay
  • Don’t send in paper that’s discolored or looks soaked/sprayed; household chemicals (such as wasp spray) can be applied to paper and treated as contraband

Phone privacy tip (attorneys): To help ensure prison phone calls aren’t recorded, contact the correctional facility and request that your number be registered with Securus and marked as private.
