Any youth receiving mandatory benefits, inheritance, or insurance awards must have a Trust Fund account. This is where Boyd Co Detention Center tracks and manages those funds during their time in custody.

Monthly benefits don't just sit in limbo. When they arrive, the facility posts them to the youth's trust fund account - recording each deposit and maintaining a running balance.

Once benefits are posted, the facility deducts the youth's cost of care - either the full monthly cost or the entire benefit amount, whichever is less. Whatever remains stays in the trust fund, so balances can grow over time.

Trust fund balances can grow without a cap, but there's a catch. Higher balances may affect eligibility for SSI, Medical Assistance, and Title IV-E Foster Care.

SSI eligibility depends on resources. If the trust fund - combined with other countable assets - exceeds $2,000, the benefits specialist notifies the Social Security Administration. This can lead to SSI and Medical Assistance being suspended or terminated until resources drop below the limit again.

Withdrawal Approvals

  • $0–$250 - approved by the Juvenile Services District Supervisor (JSDS) or Residential Superintendent
  • $250–$500 - approved by the Juvenile Services Regional Manager or Facilities Regional Administrator
  • Over $500 - approved by the appropriate Division Director

One rule is non-negotiable: trust fund withdrawals cannot be paid directly to DJJ staff under any circumstances. When receipts are needed to justify expenses, they must come from the vendor - preprinted receipts or a receipt written and signed by the vendor showing payment for services.
