Include your mailing address so the facility can reach you with any follow-up. If you email your request, know that the email address is for submitting requests only - don't expect replies to questions or status updates through it.
For public records (anything except inmate medical records), send your written request to Major Dinarte Pimentel, the designated custodian of public records. His email is dpimentel@bullittky.com.
Medical records are handled separately. Send written requests for inmate medical records to the QCHC Regional Director of Nursing at erin.thurman@qchcweb.net.
You can submit written records requests by email or mail anytime. Want to hand-deliver? That's fine too, but you'll need to go during regular business hours.
Hand-delivered requests are accepted Monday through Friday, 08:00 to 16:00, excluding holidays. For mail, send to: 1671 S. Preston Hwy., Shepherdsville, KY 40165. If you need to call ahead, the facility number is 502-543-7263.
Once the facility receives your request, they have five business days to respond - weekends and legal holidays don't count. Start counting from when they get it, not when you send it.
Their response will tell you whether you can inspect the records, whether access is denied, or if the records are temporarily unavailable. If unavailable, they'll let you know when to expect them.
Electronic records are free when available in that format. It's the simplest and cheapest option.
Paper copies cost $0.10 per page for black-and-white. To keep costs down, narrow your request to specific dates or documents.
One exception to free electronic delivery: if the files exceed 4 megabytes, they'll be loaded onto a flash drive and mailed to you. That costs $5.00 per flash drive, plus postage.
Heads up: You'll receive an invoice for production and postage costs before delivery. Records ship after payment clears.
This section needs confirmation from the facility’s posted policy before it’s published. If you’re reviewing this draft for accuracy, add the missing language about any inspection-eligibility limits (such as residency rules) and whether any special categories of requesters (like news organizations) are treated differently, so it can be stated correctly here.
