Why Your Personal Mail to Collin County Jail Now Goes to Maryland — and How to Address It Correctly

As of July 25, 2022, the Collin County Sheriff's Office no longer accepts personal mail at the detention facility. All personal letters now go to a designated P.O. Box in Phoenix, Maryland. Writing to someone at Collin County Detention Facility? Send it to that Phoenix, MD address - not the jail's street address.

Reminder: All mail must go through the Postmaster. Front desk personnel are not allowed to accept mail of any kind.

Your envelope needs two things: the incarcerated person's full name and SO number, sent to the Phoenix, MD P.O. Box designated for Collin County Detention Facility personal mail. Miss either piece - or accidentally send it to the jail's street address - and you're looking at delays or a return to sender.

  • Inmate’s full name
  • Inmate SO number
  • Collin County Detention Facility
  • P.O. Box 247
  • Phoenix, MD 21131
  • Your return name and return address on the envelope (missing return info can cause the mail to be returned)

Your letter won't arrive as physical paper. Once personal mail reaches the facility through the correct channel, staff scan it into the system. Incarcerated individuals then view their mail on kiosks.

  1. Send your photos with your letter - Include the pictures in your personal mail as you normally would.
  2. Add a stamped, self-addressed envelope - If you want the photos returned to you, you must include a stamped, self-addressed envelope.
  3. Mail everything to the Phoenix, MD P.O. Box - Use the personal-mail address format so it routes correctly.

Most returned mail comes down to two fixable mistakes: wrong address format, or missing sender name and return address. The facility also flags certain enclosures and materials. Even a heartfelt, harmless letter can get sent back if it includes something on the "may be returned" list.

  • Address labels
  • Used books or hardcover books
  • Credit cards
  • Debit cards
  • Postcards that are new, unsigned
  • Postage stamps
  • Stickers
  • Writing paper

Legal mail and publications follow different rules. These go to the facility's street address - not the Phoenix, MD P.O. Box. Legal correspondence and items sent directly from a publisher, distributor, or authorized retailer should be addressed to: Collin County Detention Facility, 4300 Community Ave., McKinney, TX 75071. Include the inmate's full name and SO number.

Don’t hand-deliver mail: The front desk cannot accept letters or packages in person - mail has to go through the Postmaster.
