Illinois DOC started moving phone services from Securus to ICSolutions on February 3, 2025. The rollout is happening facility by facility, so different prisons switch over on different dates. The whole process should take about two weeks. That's why one family might have calls working fine while another is still waiting for service to come back online at their loved one's facility.

Heads up: IDOC expects a one-to-two day phone service interruption at a facility during its transition to ICSolutions.

Good news: IDOC says all phone credits and approved phone lists tied to the person in custody will transfer to the new ICSolutions system. The money on their account and their contact list should carry over automatically.

IDOC published the new domestic call rate with ICSolutions: $0.008 per minute. That's a slight drop from the previous $0.009 per minute.

So what does $0.008 per minute actually cost? A 15-minute domestic call comes out to 12 cents. At the old $0.009 rate, that same call would have been 13.5 cents - a savings of 1.5 cents per call.

Money in your Securus Advance Connect account won't automatically move to ICSolutions. IDOC confirmed that friends and family balances need to be handled separately.

  1. Wait until the transition is complete - IDOC’s refund guidance is specifically for after the switch finishes at your facility.
  2. Contact Securus about your Advance Connect balance - call Securus at 1-800-844-6591 to get information about refunding the remaining balance.
  3. Don’t assume the balance will move over - Securus Advance Connect funds for friends and family do not transfer automatically to ICSolutions.

Since the changeover started February 3, 2025 and is rolling out facility by facility, the best time to request a refund depends on when your loved one's location completes its switch. Once their facility is on ICSolutions, that's when to deal with any leftover Securus Advance Connect funds.

Don't attempt three-way calls. IDOC strictly prohibits them, and if someone in custody initiates or participates in one, they'll face disciplinary action.
