You can help your loved one authorize review of specified institutional records or request that copies be released. Access begins with their signed Release of Information form naming a specific recipient and specific information, not blanket permission to see the whole file.

Help your loved one at Jennifer Road authorize access to their records

If your loved one at Jennifer Road Detention Center wants you, an attorney or another person to review their institutional records, a Release of Information form signed by your loved one must be submitted. The form must name the specific person allowed access and identify the specific information that person may review.

Once the authorization is signed, the attorney must schedule a records-review appointment at least 24 hours in advance. Appointments for this purpose are available only during normal business hours.

  1. The attorney contacts the Facility Administrator or Assistant Facility Administrator to schedule the appointment.
  2. The attorney provides proper identification.

The review must take place in the presence of an Anne Arundel County Department of Detention Facilities employee.

Permission to review records is separate from a request to release copies. To have copies of certain records released to an attorney or another person, your loved one must submit a request to the Assistant Facility Administrator–Inmate Services and sign a Release of Information form.

If your loved one wants copies of their records for themselves, that request goes to the Facility Administrator.

Jennifer Road has additional review rules for particular records. A pre-sentence investigation for the case in which your loved one is incarcerated may be reviewed. Pre-sentence investigations in other cases must be requested through the Division of Parole & Probation.

Psychological or psychiatric consultations and evaluations may be reviewed only with an institutional psychologist or psychiatrist present and with written authorization from the individual or agency that conducted the evaluation. If that authorization is refused, the review request is denied. Any appeal must go to the individual or agency that refused to release the material.

Medical records may be reviewed in the presence of the facility’s physician or designee. Pre-parole reports may be reviewed only with the Division of Parole & Probation. Criminal-history records must be requested through the Maryland Criminal Justice Information System.

Classification and commitment files may be reviewed with the supervisor of the appropriate unit. This review excludes criminal-history information, information obtained from references and victim information.
