Sending Messages and Photos to Inmates: Use Mohave County's NCIC Messaging (Faster and Cheaper)
Mohave County rolled out a new Inmate Messaging system effective November 19, 2025, giving you a digital way to send documents, photos, and message-style “mail” to someone housed at the Mohave County Adult Detention Facility.
The big advantage? Speed and cost. Skip the postage and mail delays - electronic messages cost $0.25 each, and photo or document attachments run $0.35 per item. Messages arrive instantly, which beats waiting days for traditional mail to get processed.
Good to know: There’s no limit on how many messages or photos you can send through the NCIC system.
NCIC charges $0.25 per electronic message. If you’re sending a picture message or attaching a document image, it’s $0.35 per picture/document.
Budget tip: There’s no cap on the number of messages or photos you can send, so the total cost depends on how many items you choose to send.
Mohave County uses NCIC for inmate communications. One account covers everything - messaging, phones, tablets, and visitation services. Set it up once and you're good to go.

- Go to NCIC and create your account - Mohave County’s Inmate Messaging system (effective November 19, 2025) uses NCIC, so you’ll start by setting up an account at www.NCIC.com.
- Log in and get ready to message - once you’re in your account, you’ll be using it to send messages, photos, and document images to a Mohave County inmate.
- Write your message - electronic messages sent through NCIC cost $0.25 per message.
- Add a picture or document image (if you need to) - picture messages/documents are $0.35 per picture/document. If you’re sending paperwork, you can take a photo of the document and attach it to your message.
- Send it - messages and attachments are delivered instantly through the system.

NCIC messaging works great for quick notes, photos, and document images - but physical mail still has its place. As of November 19, 2025, most inmate mail (except books, magazines, newspapers, legal mail, and medical mail) must be sent to a processing center: PO BOX 591, Longview, Texas 75606.
- ✓ Use “METERED” or “PRE-PRINTED” postage for incoming legal mail.
- ✓ Remove all staples, paper clips, and binders before sending.
- ✓ Send only loose paper contents (no binding or fastening).
