How to Prepare a Letter for a Detainee at Moshannon Valley Processing Center

Every letter sent to a detainee must include the last four digits of the detainee’s A-number, also called the File Number. You must also include your name and address.

All incoming mail is screened for contraband. When the mail is opened, the delivering officer inspects it but does not read it.
Incoming mail is delivered to the detainee. Facility staff route outgoing mail to the appropriate post office within 24 hours of receiving it, and the mail pickup and delivery schedule is posted in each housing unit.
Detainees may seal their outgoing letters and place them in the provided receptacle. They may buy stamps, and there is generally no limit on how much correspondence they may send at their own expense.
Detainees who have no financial support and no funds in their facility account receive a postage allowance at government expense.
A transfer or departure changes how mail addressed to Moshannon Valley Processing Center is handled.
Only legal mail is forwarded after a detainee leaves or transfers. General correspondence is marked “Return to Sender” and returned through the post office.
