Pamlico follows North Carolina prison visitation rules, and the visitor list is where families often get tripped up. Here's how the 18-visitor limit works, who counts, and when you can make changes.

Each offender can have up to 18 approved visitors on their list. That cap includes both adults and minors - kids count toward the 18 just like adults. Treat those 18 spots as a limited resource and plan the list carefully.

Note: Only approved visitors can deposit funds into an offender's account. If someone needs to help with money, make sure they're on the approved list first.

Visiting as clergy? You still need to apply first. Clergy visitors must complete a DC-949P application and get approved before the visit. Showing up without approval can mean getting turned away.

Good to know: Once approved, clergy visitors don't count toward the offender's 18-visitor limit.

Timing matters if the offender has already hit the 18-person maximum. Once they reach 18 approved visitors, they can't adjust the list until their open enrollment period. Open enrollment happens every six months, based on the offender's admission date.

If the offender transfers to a new facility, their visitation list stays active. A transfer doesn't wipe the list or force everyone to start over.

When the offender is released or paroled, the visitation list becomes inactive. Once they're no longer incarcerated, the facility doesn't keep the approved-visitor list active.

If the offender is re-admitted later, the visitation process starts over. You'll need to go through the same approval steps again - don't count on the old list carrying over.
