Where to Send Mail for an Inmate at San Carlos Unit (what goes where after Jan 2026)

If your loved one is at San Carlos Unit, the wrong address is the biggest reason mail gets delayed or returned. Starting in late 2025 and into January 2026, ADCRR is routing different types of mail to different processing locations. What you're sending matters as much as who you're sending it to.

Where to Send Mail for an Inmate at San Carlos Unit (what goes where after Jan 2026)

Starting January 7, 2026, ADCRR is moving mail processing to centralized addresses. The bottom line: you'll use different destinations depending on whether you're sending personal mail, a package or publication, or an official government payment. Get it wrong, and your mail comes back.

Personal letters, photos, and greeting cards go to the ADCRR Digital Processing Center in Dallas (PO Box 211309, Dallas, TX 75211). Packages and publications go to the centralized Phoenix processing address at 801 E Jefferson Street, Phoenix, AZ 85034. Official government payments - Veterans, Social Security, or disability checks - go to ADCRR Inmate Trust Accounts Section at 1802 W Jackson Street, #161, Phoenix, AZ 85007, effective January 7, 2026.

Sending a letter, photo, or greeting card to someone at San Carlos Unit? Address it to the ADCRR Digital Processing Center at PO Box 211309, Dallas, TX 75211. This is where everyday personal correspondence goes - it gets digitized and delivered to the inmate through ADCRR's mail system.

  • Inmate’s full name
  • Inmate number (ADCRR/ADC #)
  • The correct mailing address for the type of item you’re sending (Dallas for personal mail)
  • If any of the above is missing, the mail will be returned to you

Do not send packages to Dallas: The Digital Processing Center is for personal mail. Packages must be sent to the Phoenix centralized address.

Sending a package or publication to someone at San Carlos Unit? Use the centralized Phoenix processing address: 801 E Jefferson Street, Phoenix, AZ 85034. This is where ADCRR handles anything that isn't a personal letter, card, or photo.

Reminder: Packages do not go to the Dallas PO Box. If you send a package to the Digital Processing Center, it won’t be handled as a package.

Official government payments - Veterans, Social Security, disability checks - go to a separate address entirely. Send them to ADCRR Inmate Trust Accounts Section at 1802 W Jackson Street, #161, Phoenix, AZ 85007. This takes effect January 7, 2026, and it's different from both the Dallas personal-mail address and the Phoenix package address.

You might still see the San Carlos Unit mailing address listed as: Inmate Name and ADC #, P.O. Box 3700, Goodyear, AZ 85338. That's the unit P.O. box people have used for years to send mail directly to the complex.

After the centralized processing shift, different categories of mail go to different places. Personal mail routes to Dallas. Packages and publications route to 801 E Jefferson Street in Phoenix. Official government payments route to Inmate Trust Accounts at 1802 W Jackson Street, #161, Phoenix - all effective January 7, 2026. Using the old unit P.O. box for items that have been redirected is a common reason mail gets delayed or sent back.

ADCRR is offering a one-month grace period from December 15, 2025 through January 15, 2026. During that window, if you send something to the wrong address, they'll still process it and get it to the inmate. After January 15, 2026, items sent to the wrong location may be returned to you.

Double-check the envelope: Missing the inmate’s full name, inmate number, or using the wrong address can get your mail returned.

Questions about the digital mail process or something off with scanned mail delivery? ADCRR directs people to Securus Customer Service. They're available 24/7 at (800) 844-6591.
