Where to Send Mail for an Inmate at San Carlos Unit (what goes where after Jan 2026)

Starting January 7, 2026, ADCRR is moving mail processing to centralized addresses. The bottom line: you'll use different destinations depending on whether you're sending personal mail, a package or publication, or an official government payment. Get it wrong, and your mail comes back.

Personal letters, photos, and greeting cards go to the ADCRR Digital Processing Center in Dallas (PO Box 211309, Dallas, TX 75211). Packages and publications go to the centralized Phoenix processing address at 801 E Jefferson Street, Phoenix, AZ 85034. Official government payments - Veterans, Social Security, or disability checks - go to ADCRR Inmate Trust Accounts Section at 1802 W Jackson Street, #161, Phoenix, AZ 85007, effective January 7, 2026.

You might still see the San Carlos Unit mailing address listed as: Inmate Name and ADC #, P.O. Box 3700, Goodyear, AZ 85338. That's the unit P.O. box people have used for years to send mail directly to the complex.

After the centralized processing shift, different categories of mail go to different places. Personal mail routes to Dallas. Packages and publications route to 801 E Jefferson Street in Phoenix. Official government payments route to Inmate Trust Accounts at 1802 W Jackson Street, #161, Phoenix - all effective January 7, 2026. Using the old unit P.O. box for items that have been redirected is a common reason mail gets delayed or sent back.

ADCRR is offering a one-month grace period from December 15, 2025 through January 15, 2026. During that window, if you send something to the wrong address, they'll still process it and get it to the inmate. After January 15, 2026, items sent to the wrong location may be returned to you.
