How Phone Calls Work at Southeast Correctional Center: What Families Need to Know
Phone calls are one of the main ways you'll stay connected with someone at Southeast Correctional Center (SECC). The system has a few rules that catch people off guard at first—here's how calling works, how to set up prepaid calling through Securus, and what to do if you need to block unwanted calls.
Your loved one can't receive incoming calls at Southeast Correctional Center. You won't be able to call the facility and get connected to them. They can place outgoing calls, though - as long as they're not on restricted status. If calls suddenly slow down or stop completely, it's not necessarily your phone. Restrictions on their end can limit or cut off outgoing calling.
Housing assignment matters too. People in segregation units have limited phone access, so even when they're allowed to call, opportunities are fewer.
Note: All offender phone calls are monitored for security purposes.
Calls go through an automated security system, and your loved one needs their personal identification number (PIN) to place a call. If calls aren't going through, a PIN issue on their end could be the culprit.

Wall phones aren't the only option. Calls can also be made through a phone app on JPay tablets, which runs through Securus Technologies.
- Decide whether you want prepaid calling - To receive pre-paid calls, you’ll need to set up an account with Securus.
- Set up your Securus account - You can do this online, or by phone, email, or mail.
- Fund calls to the right number - If you’re using Advance Connect, you can fund calls in advance to a specific bill-to number (BTN) through Securus.

Getting calls you don't want? The facility can't block your home or cell phone from their end. You'll need to go through Securus to manage or block calls.
Your phone carrier might also step in on its own. Some carriers automatically block third-party calls or flag unusual billing spikes. If expected calls aren't coming through, check whether your carrier blocked them.
