The process starts with the inmate. During orientation, each inmate receives five Visitor Request Forms to mail out to people they want to visit - usually close family or friends. If more than five people want to visit, coordinate early. The inmate needs to prioritize the five people most likely to show up in person.

Once you receive a Visitor Request Form, fill it out completely and mail it to: City Justice Center, 200 S. Tucker Blvd., St. Louis, MO 63102. Give yourself plenty of lead time - the form needs to arrive and be processed before you can visit.

After your form is submitted, CJC runs a Criminal History Record Check on you. Even if you've visited other facilities before, you'll still need to clear CJC's background check specifically.

  • You won’t be approved if you have any active warrants.
  • You won’t be approved if you were released from a penal institution within the past 180 days.
  • If you’re on probation or parole, you can only be approved if you provide a handwritten approval letter from your Parole Officer.
  1. Call the CJC main line at (314) 621-5848 - this is how you confirm whether you’re approved.
  2. Give the operator the inmate’s name - they’ll locate the correct Case Worker for that inmate.
  3. Ask to be transferred to the correct Case Worker - the Case Worker can confirm your visitor approval before you travel.

If you've been incarcerated within the past year, take an extra step before attempting to visit. Call Deputy Superintendent Adrian Barnes at (314) 621-5848, ext. 1057 to make sure you're approved.

Note: This page doesn't cover approval timelines, what ID you'll need at the door, or whether forms can be submitted another way. Call and confirm your approval with the correct Case Worker before you travel - don't risk a wasted trip.
