Understanding Toledo Correctional's 15-Person Visitor List: Who Counts and Who Doesn't
Toledo Correctional follows Ohio Department of Rehabilitation and Correction (ODRC) visiting-list rules, and the
At Toledo Correctional, an incarcerated person’s approved visiting list can include up to 15 adult visitors. That number is the overall cap for adults who are approved to visit, so if the list is already full, someone else usually has to come off before another adult can be added. There’s also a smaller limit inside that bigger one: the list can include no more than two friends. In other words, even if there’s room under the 15-adult maximum, only two of the approved adults can be categorized as “friends.” Everyone else on the adult list needs to fit into the other allowed categories under the visiting rules (for example, immediate family or the other parent of the person’s child, if applicable).
Minor children don’t count toward the 15-person visiting list limit. So if you’re trying to figure out whether the list is “full,” the 15 cap is about approved adult visitors - kids are handled separately under the minor-visitor rules.

- ✓ Register each time you visit (even if you’ve visited before).
- ✓ Bring bona fide identification for entry.
- ✓ Expect to follow the institution’s entry procedures each visit (check-in happens at the door, not ahead of time).
- Ask your loved one to confirm their current visiting list - the simplest way to clear up “Am I on it?” is for them to check what’s already approved.
- Clarify how you’re being counted - if you’re being listed as a friend versus a family member, it matters because only two people can be approved as “friends.”
- Double-check before you travel - if there’s any uncertainty, confirm list status through the facility’s normal visiting/processing channels so you don’t make the trip and get turned away at the door.
