Everything Families Must Know About Utah DOC’s New Mail System (Effective Jan 5, 2026)
Starting January 5, 2026, Utah Department of Corrections (UDC) is changing how incoming personal mail is handled. If you send letters or photos to someone at Utah State Correctional Facility (USCF) or Central Utah Correctional Facility (CUCF), you'll need to adjust how you address and format your mail so it gets accepted.
Starting January 5, 2026, all personal (non-legal) mail will be processed and delivered by UDC's own mail processing centers, replacing the current third-party service. Physical mail gets scanned and delivered as printed copies. That means incarcerated people will not receive original documents or original photos.
Starting January 5, 2026, all incoming non-legal mail must include the incarcerated person's full name and Inmate ID, and it needs to go to the correct facility PO Box. Use the addresses exactly as listed: Utah State Correctional Facility, Incarcerated Person's Name – Inmate ID #, PO Box 165300, Salt Lake City, UT 84116. Central Utah Correctional Facility, Incarcerated Person's Name – Inmate ID #, PO Box 550, Gunnison, UT 84634. Attorneys can also send privileged legal mail directly to the facility using these same PO Box addresses.
Don't skip this: Include the incarcerated person's full name and Inmate ID on the address. Missing information can cause delays or get your mail rejected.
UDC's mailroom will process no more than five pages per mailing. If your envelope has more than five pages total, it gets denied. The incarcerated person receives a denial slip, and the envelope comes back to you. "Per mailing" means everything in that one envelope counts, including any extra printed pages you tuck in with your letter.
Quick tip: Count pages before you seal the envelope. If you have more to share, split it into separate mailings so each one stays within the five-page limit.
Letters must be typed or handwritten on only one side of 8.5 x 11-inch paper. Mail them in a standard #10 envelope (4 x 9½ inches). Other envelope sizes won't be accepted. Postcards, greeting cards, and similar items are also not permitted under the new rules, even if they'd normally fit inside your envelope.

Format is enforced: Typed and handwritten letters are both allowed, but they must be one-sided on 8.5 x 11-inch paper and sent in a #10 envelope to be accepted.
If you want to send photographs, you'll need to use one of three approved third-party vendors: Pelipost, Ameelio, or Flikshop. Photos and other physical mail are scanned, then printed in color for delivery. The incarcerated person receives the printed copy, not the original.

Attorneys can send privileged legal mail directly to the UDC facility for delivery to incarcerated clients. Use the facility PO Box for the correct location: Utah State Correctional Facility, PO Box 165300, Salt Lake City, UT 84116, or Central Utah Correctional Facility, PO Box 550, Gunnison, UT 84634. Sender Checklist
- ✓ Address the envelope with the incarcerated person’s full name and Inmate ID
- ✓ Use the correct facility PO Box (USCF: PO Box 165300, Salt Lake City, UT 84116; CUCF: PO Box 550, Gunnison, UT 84634)
- ✓ Keep each mailing to five pages or fewer
- ✓ Write or print on only one side of 8.5 x 11-inch paper
- ✓ Use a standard #10 envelope only
- ✓ Send photos through Pelipost, Ameelio, or Flikshop (no original photos delivered)
- Write the incarcerated person’s full name: Use their full legal name on the first address line.
- Add the Inmate ID: Put the Inmate ID on the next line (for example: “Inmate ID #123456”).
- Use the right PO Box for the facility:
- - USCF example: “PO Box 165300, Salt Lake City, UT 84116”
- - CUCF example: “PO Box 550, Gunnison, UT 84634”
- Include your return address: Put your full return address in the top-left corner of the envelope.
Last check before you mail it: Count your pages to stay under the five-page limit, and leave out postcards or greeting cards. Over-limit mail gets denied and returned to the sender.
