How IDOC Handles Incoming Mail: Scanning, What’s Not Scanned, and Prohibited Materials
IDOC scans most incoming, non-privileged mail before delivering it. Knowing what gets scanned, what doesn't, and which materials are flat-out prohibited helps you avoid rejected mail and frustrating delays.
IDOC mailroom staff scan incoming non-privileged mail in color. That covers the front and back of the envelope, plus everything inside: letters, greeting cards, photographs. Once scanned, the documents become PDF images and get uploaded to the individual's Bulletin Board on their tablet. They'll get a notification that new scanned documents are ready to download and view.
Some items are handled differently and won't be scanned or photocopied. Publications are one major category. Official government documents (think birth certificates and Social Security cards) are another exception, but only when mailed directly from a government entity. That "from a government entity" detail matters. If you're trying to get an important document to your loved one, make sure it's sent through the proper channel.

Hardback books are not allowed in incoming mail to IDOC. If you're sending a book, make sure it's paperback.
- Put the IDOC number near the person’s name: This helps IDOC process the mail faster and route it correctly.
- Use a plain, simple envelope: Skip anything that adds texture or extra materials, including stickers, tape, glitter, or cologne.
- Avoid add-ons and craft-style cards: Decorations like beads, yarn, magnets, decals, or any layered materials can get the whole piece rejected.
- If you’re sending a book, choose paperback: IDOC does not allow hardback books in incoming mail.
