How Phone Calls Work from WRDCC: Why Offenders Can't Receive Incoming Calls and How to Set Up Securus

Phone calls at Western Reception, Diagnostic and Correctional Center (WRDCC) work differently than regular calls: your loved one can't receive incoming calls, but they can place outgoing calls. Here's how the system works and what you need to do on your end to receive those calls.

At WRDCC, offenders cannot receive incoming telephone calls. You can't call the facility and get connected to your loved one. All phone contact starts from inside - your loved one has to place the call using the approved phone system when they have access.

Outgoing calls are allowed as long as your loved one isn't on restricted status. If they say they can't get to the phone, it may not be a problem with your number or account - access can be limited based on their current status at the facility.

To place a call, your loved one uses an automated security system that requires a personal identification number (PIN). This isn't like dialing out from a personal phone - the PIN tracks and processes every call through the system.

You can also set up an account through Securus. With Securus Advance Connect, you fund calls in advance tied to a specific phone number (called a bill-to number or BTN). Essentially, you're pre-loading money so your loved one can call that number without worrying about collect call issues.

WRDCC offenders can also make calls using a phone app on JPay tablets. The tablet app is powered by Securus Technologies, so it's part of the same phone services system.

To receive calls, you'll need to set things up through Securus on your end. Contact them to register your phone number and add funds to your account. This applies to WRDCC and other correctional centers using Securus.

Since offenders at WRDCC can't receive incoming calls, any phone contact should only come as outgoing calls from inside the facility. Getting unwanted calls? Use the prompts during the call to block future calls to your phone. If calls continue after you've blocked them, contact the institution directly and share as much identifying information as you can so staff can address the issue.
