Head to the Bond Out office - not the main entrance. The Bond Out entrance is separate and located off West State Street. The Winnebago County Sheriff's Office is at 650 W. State St., Rockford, IL 61102, and the main phone number is 815-319-6000.

Timing matters for funds and commissary releases. Winnebago County Jail only processes these on Tuesdays and Fridays from 11:00 am to 1:00 pm at the Bond Out Window in the Criminal Justice Center (650 West State Street).

Your loved one won't get cash when they're released. Instead, any remaining balance on their inmate account gets loaded onto a debit card. They'll receive the card as part of the release process and leave with it.

If your loved one gets transferred instead of released, what happens to their money depends on the destination. Transferred to an IDOC location? Their commissary funds follow them there. Transferred to another county or state? The money stays in their Winnebago County Jail account until they either return in person (and receive a debit card) or request a written transfer. To request a transfer, they need to write to the Trust Fund Officer, Winnebago County Jail, 650 W. State Street, Rockford, IL 61102, including the name and address of their current facility and the inmate ID number assigned by that facility.

Heads up: Funds will not be released to anyone other than the inmate.
