Franklin County's Digital Mail Change (effective May 28, 2024): What Families Need to Know
Franklin County switched inmate personal mail to a digital scanning system on May 28, 2024. If you're still sending mail the old way, it probably won't reach your loved one as expected. Here's what to do instead.
Starting May 28, 2024, Franklin County processes inmate personal mail through a digital scanning system. Your letters get scanned at a central location, then delivered electronically to the inmate's tablet through the facility message app. They can read scanned mail for free.
Send personal mail to this centralized scanning address - not directly to the jail: Facility Name, State Inmate Name, Inmate Identifier P.O. Box 247 Phoenix, MD 21131
- ✓ Full facility name and the state the facility is in
- ✓ Inmate’s full name
- ✓ Inmate’s unique identifier
- ✓ Sender’s full name (top-left corner)
- ✓ Sender’s physical address (top-left corner)
This system handles letters only. Boxes, catalogs, and packages won't be scanned - they'll be returned to you.
Sending money? Checks and money orders must go directly to the facility, not the scanning P.O. Box. If you accidentally send one to the scanning address, it will be forwarded to the facility.
Legal mail: Do not send legal mail to the new mail-scanning P.O. Box. Legal mail sent there will be returned to the sender and will not be forwarded to the facility.
