Franklin County's Digital Mail Change (May 28, 2024): What Families Need to Know
If your loved one is at Franklin County Corrections, the way you send personal mail changed on May 28, 2024. You'll need to use a specific address format now. Incoming mail gets scanned and delivered electronically to the inmate's tablet.
Starting May 28, 2024, personal mail to inmates went fully digital. Letters no longer arrive as physical envelopes in the housing area. Instead, they're scanned at a central location and delivered electronically through the facility's messaging app on the inmate's tablet.
Personal mail now goes to a centralized scanning address, not the facility itself. Format your envelope like this: Facility Name, State Inmate Name Inmate Identifier P.O. Box 247 Phoenix, MD 21131 Here's an example from the facility: Franklin County OH Corrections II John Doe #11111 P.O. Box 247 Phoenix, MD 21131
- ✓ Write your full name and physical address clearly in the top-left corner of the envelope.
Only standard letters get scanned for electronic delivery. To avoid delays, stick to a regular letter in an envelope with all the required address information.
Heads up: Boxes and catalogs will be returned to the sender, they are not part of the scanned mail process.
Printed materials have stricter requirements. Books, magazines, and pamphlets must be new and softbound. They need to come directly from a verifiable commercial distributor or retailer, shipped through USPS, with the inmate's full name on the label. Items sent by individuals or shipped via UPS or FedEx will be rejected.
Legal mail: Do not send legal mail to the scanning P.O. Box. If it is sent there, it will be returned to the sender and will not be forwarded to the facility.
Checks and money orders should go directly to the facility, not the scanning address. If you accidentally send one to the P.O. Box, the facility notes it will be forwarded because of the importance of those funds.
