Franklin County Corrections scans all incoming personal mail and delivers it electronically. When you send a letter, it gets converted to a digital image and shows up as an attachment in the facility's message app on the recipient's tablet. Your letter won't arrive as paper in their hands - they'll read a scan on screen.

  1. Address your personal mail to the new P.O. Box - Personal mail needs to be sent using the new format to P.O. Box 247, Phoenix, MD 21131.
  2. Use the required address format - On the recipient line, include the full facility name and the state, plus the inmate’s full name and unique identifier.
  3. Write your return address clearly - Put your full name and physical address in the top-left corner of the envelope.
  4. Mail is scanned and delivered electronically - After it’s received, the mail is scanned and then delivered to the inmate electronically as an attachment they can read in the facility message app on their tablet.

Scanning and approval are handled separately. ViaPath/TextBehind scans your physical letter into a digital image. Facility staff then review it through the Command Portal before it's delivered to the incarcerated person's message app.

Tip: Always include the inmate's unique identifier on the envelope. This is how mail gets matched and routed correctly.

Once scanned, the original paper letter is only kept for 30 days. After that, it's destroyed. If you need the original retained longer, you'll have to coordinate directly with ViaPath before that window closes.

Legal mail warning: Do not send legal mail to the new P.O. Box/TextBehind address. Legal mail sent there will be returned to the sender and will not be forwarded to the facility.

Legal mail follows different rules. The P.O. Box scanning address is only for personal mail. If you're an attorney or sending court-related documents, verify the correct legal-mail process with the facility or the attorney on the case before mailing anything.
