Franklin County Jail Commissary & What Happens to an Inmate's Money on Release

Detainees at Franklin County Jail can place one commissary order per week. Orders go in on Tuesday morning, and items are distributed on Wednesday. If you're helping someone budget, that's the key detail: one ordering window, then delivery the next day.
Commissary includes certain over-the-counter medications. The jail lists Tylenol, Oragel, cough drops, upset stomach relief, denture adhesive, and contact solution as examples. Availability varies, but those give you a sense of what's typically offered.
Note: OTC medications purchased through commissary will be kept for the detainee on the medical cart once purchased.
Detainees who are indigent and have been in the facility for more than 10 days can submit an Indigent Request Form for additional items. After the first request, they can resubmit every 10 days. This program is separate from having funds available. It's designed for people with no money on their account who still need basic items.
When someone is released, Franklin County Jail returns any remaining account balance on a debit card. The jail does this upon release whenever possible, so most people leave with a card rather than cash.
- Return to pick up the debit card in person: If the funds cannot be released at the time of release, the detainee can return to the detention center Monday through Friday, 8:00am to 4:00pm to pick up the debit card.
- Request the debit card by mail: If they cannot pick it up in person, they can mail a notarized letter requesting the debit card be mailed, and include a stamped, addressed envelope. Send it to: Attention: Commissary Deputy #2, Justice Ln., Union, MO 63084.
Unclaimed money doesn't stay at the jail forever. At the end of October each year, any unclaimed funds get forwarded to the Missouri State Treasurer's Office. After that, you'll need to claim the money through the Missouri State Treasurer's Unclaimed Properties Division.
