How to Send Letters & Photos to Hampton Roads Regional Jail (digital mail rules and addresses)
Hampton Roads Regional Jail now delivers personal mail digitally. That changes where you send letters and photos—and how you need to label them. Here's how to make sure your mail gets scanned and delivered to your loved one's tablet.
Since 6/12/2021, Hampton Roads Regional Jail has processed personal mail digitally instead of delivering paper. Letters, pictures, and drawings get scanned and sent to the "Facility Messages" app on inmate tablets (available under the free profile). Your loved one reads your letter on a screen rather than holding the original paper.
Important: Hampton Roads Regional Jail no longer accepts physical personal mail at the facility - send personal mail through the vendor scanning process so it can be delivered digitally.
Here's where it gets confusing: official documents show two different mailing addresses for inmate personal mail. Double-check before you send anything. The Hampton Roads Regional Jail webpage lists this format: INMATE'S NAME / JCA# PO BOX 30022 PMB 35803 Durham, NC 27702 A vendor PDF instructs family and friends to use: Name of facility, State Inmate Name, Inmate Identifier P.O. Box 247 Phoenix, MD 21131 These addresses conflict. Don't assume the one you used before still works - verify which applies before mailing.
Tip: Not sure which address to use? Call the facility or contact the mail-scanning vendor to confirm before sending anything.

Use the complete facility name (no abbreviations) plus the state so it routes correctly through scanning. Include your loved one's full name and identifier to prevent delays or mix-ups with someone who has a similar name. Your full name and return address matter too; the service uses them to process items and return anything that can't be delivered.
Only send personal mail to the scanning vendor - letters, pictures, and drawings. Stick to those items and your envelope will move through scanning without delays.
Warning: Do not send checks, money orders, or attorney-client privileged mail to the Phoenix, MD vendor address. Those items need to follow the facility’s guidelines instead.
