As of 6/12/2021, HRRJ changed how personal mail works. Letters, pictures, and drawings from family and friends are now delivered digitally through the Facility Messages app on inmate tablets. Physical personal mail (anything that isn't legal correspondence) is no longer accepted at the jail.

The official mail-scanning notice tells family and friends to use this address format: Name of facility, State Inmate Name, Inmate Identifier P.O. Box 247 Phoenix, MD 21131

Heads up: HRRJ has published multiple addresses for inmate mail over time, and mail sent to an outdated address may get returned. Verify you're using the current instructions before mailing anything.

How to Address

  • Complete facility name (no abbreviations) and state (this helps route it to the right facility)
  • Inmate’s full name and identifier (this is how the scan is matched to the right person)
  • Sender’s full name and physical address (this identifies who it is from and supports processing)

Think of the envelope details as labels telling the scanning service where your letter should go. Once processed, HRRJ delivers that mail digitally through the Facility Messages app on the inmate's tablet.
