Starting December 15, 2025, personal mail for someone at Lumley Unit - letters, photos, greeting cards, and drawings - must be sent to ADCRR's Digital Processing Center in Dallas, Texas. The center scans each item and delivers it digitally to the incarcerated person. They won't receive the original hard copy.

Not everything gets scanned. Legal mail and official government documents skip the digital process entirely - send those to their designated addresses. Government checks (like Veterans or Social Security payments) also fall into this excluded category.

Packages and publications don't go through scanning either. These need to be sent to ADCRR's centralized mailing address listed below - not the Dallas digital mail center.

For Lumley Unit, mail packages and publications to ADCRR's centralized Phoenix address starting January 7, 2026: Arizona Department of Corrections, Rehabilitation and Reentry Inmate's Full First and Last Name + ADCRR Number Prison Complex, Assigned Unit 801 E Jefferson Street Phoenix, AZ 85034

Note: ADCRR is allowing a one-month grace period from December 15, 2025 through January 15, 2026. During that window, personal mail accidentally sent to the prison complex will still be processed. After January 15, 2026, misdirected personal mail gets returned to sender.

  1. Start using the Dallas Digital Processing Center on December 15, 2025 - From that date forward, personal mail for Lumley Unit (letters, photos, greeting cards, drawings) must go there to be scanned.
  2. Use the grace period to fix your address book - From December 15, 2025 through January 15, 2026, personal mail that’s accidentally sent to the prison complex will still be processed and delivered.
  3. Expect returns after January 15, 2026 - Once the grace period ends, personal mail sent to the prison complex instead of the digital processing address will be returned to you.
  • Address personal mail to ADCRR’s Digital Processing Center (starting December 15, 2025)
  • Include the incarcerated person’s full first and last name and ADCRR number
  • Include the prison complex and assigned unit in the address
  • Stick to scannable personal mail items: letters, photos, greeting cards, and drawings
