How to Contact an Inmate at Lumley Unit (AZ)

ADCRR is moving incoming personal mail to a digital platform starting December 15, 2025. After that date, you'll need to send personal mail to ADCRR's centralized Digital Mail Processing Center in Texas. Staff there will sort and scan it, then deliver it digitally to the incarcerated person. Legal mail, parcels, publications, and official government mail are excluded from this change. For questions about the digital mail platform, Securus Customer Service is available 24 hours a day, 365 days a year at (800) 844-6591. There's a one-month transition window. From December 15, 2025 through January 15, 2026, mail mistakenly sent to prison complexes will still be processed and provided to inmates. Starting January 15, 2026, improperly addressed mail will be returned to the sender.

Want to stay connected through visits (including video visits) or get approved for phone privileges? Start with the ADCRR Application to Visit an Inmate. ADCRR requires both potential visitors and people who will only receive phone calls to submit this application electronically. Most adult applicants should plan for a one-time, non-refundable $25 background check fee when applying for in-person visits, phone privileges, or video visits. The exception: if you only want to accept phone calls from an inmate (phone-only), you're not required to pay the $25 fee. Timing matters. Any required background check fees and supporting documents must be received within 30 days of your application date. Miss that deadline, and your application is considered incomplete and won't be processed.

Steps to Follow

  • Start planning for the December 15, 2025 change. After that date, incoming personal mail (excluding legal mail, parcels, publications, and official government mail) must go to ADCRR’s centralized Digital Mail Processing Center in Texas for scanning and digital delivery.
  • Use the grace period to fix mistakes. From December 15, 2025 through January 15, 2026, personal mail that is accidentally sent to prison complexes will still be processed and given to inmates, but after January 15, 2026 it will be returned to the sender.
  • Call for help with the digital mail platform if you get stuck. Securus Customer Service is available 24/7 at (800) 844-6591.
  • Submit the ADCRR Application to Visit an Inmate electronically (this applies to potential visitors and to people applying to receive phone calls).
  • Pay the one-time, non-refundable $25 background check fee if you are an adult applying for in-person visits, phone privileges, or video visits.
  • Skip the $25 fee only if you are applying for phone-only (accepting phone calls only), since phone-only applicants are exempt from the background check fee.
  • Send any required supporting documents and any applicable fees within 30 days of your application date, or your application will be considered incomplete and will not be processed.

Before mailing anything, confirm the current start date for the digital mail platform and when the grace period ends. Also verify what's excluded from digital scanning (legal mail, parcels, publications, and official government mail) and check whether mailing instructions for the centralized processing center have changed.

Before submitting a visitor or phone privileges application, verify that electronic submission is still required and that the one-time, non-refundable $25 background check fee still applies to your situation. Check whether you qualify as phone-only (and therefore exempt from the $25 fee). Confirm the 30-day deadline for ADCRR to receive any required fees and supporting documents so your application isn't marked incomplete.

Note: For help with ADCRR's digital mail platform, Securus Customer Service is available 24/7 at (800) 844-6591. If the number or support process changes, use the most current ADCRR guidance.
